<purpose>The objective of these data is to create standardized regional datasets and maps of surface aquatic resources for use by both environmental scientists and resource managers. The Bay Area Aquatic Resources Inventory (BAARI) is the product of this effort and supports a wide range of environmental management uses:
Manage resources
Government agencies and managers can identify and prioritize opportunities for ecological restoration and enhancement of wetlands and watersheds; track changes in the extent of wetlands and other habitats; evaluate the success of policies related to wetland protection, mitigation, and restoration; understand impacts at a watershed and landscape scale; and track habitat changes resulting from climate change and establish policies for resilient landscapes.
Environmental research
Scientists can analyze the landscape with BAARI to answer questions and design research studies. How many acres of a given habitat exist to support key species? Are there corridors that facilitate wildlife movement? How can we design an experiment that characterizes the resources in a select watershed? How do present day aquatic resources compare to past landscapes? How do species populations relate to available habitat?
Hydrologists can use BAARI's detailed channel network in their models to improve runoff and loading calculations. BAARI could also assist contaminant point source tracking.
Support stewardship
Maps provide a sense of place and help orient people to landscapes. BAARI may be used to educate Creeks Friends groups, NGOs, and the general public about their watersheds and the different aquatic resources and wetland types in their area, thus helping to create communities of effective environmental stewards.
Plan
BAARI is expected to help planners visualize the effects of development choices, Low Impact Development implementation, and possible links between green space and available aquatic resources. BAARI can support flood control and flood infrastructure improvement planning.</purpose>

<abstract>Bay Area Aquatic Resources Inventory (BAARI) wetlands, verion 4, produced by SFEI.
BAARI (Bay Area Aquatic Resource Inventory) was established to meet regional needs for wetlands monitoring. One primary objective was to apply standardized monitoring tools to ensure data comparability and consistent, documented quality. These data could help agencies and organizations assess the extent and condition of wetlands in local watersheds and identify and prioritize opportunities for ecological restoration and enhancement in a watershed context. The BAARI Basemap is part of the Wetland and Riparian Area Monitoring Program (WRAMP), which consists of a 1-2-3 framework. This allows assessment of wetlands at two scales: landscape and highly localized. BAARI is Level 1 of this framework.
Level 1 involves landscape level analyses of wetlands extent. Geographic information systems (GIS) and remote sensing are used to map and create inventories of existing wetlands (both modern and historical). These inventories quantify the extent of wetland habitats and projects, and can be used for landscape profiles wetlands at the state, regional, watershed, and local scales. Level 2 entails rapid field assessment of wetland health or condition. In California, the method applied is the California Rapid Assessment Method (CRAM). CRAM is a diagnostic tool that two or more trained practitioners can use to assess the condition of a wetland or riparian site in one half day or less using visual indicators in the field. These field sessions provide an assessment of condition as a CRAM score relative to a wetland’s maximum achievable condition. CRAM is applicable to all wetland types and is highly cost-effective.
Level 3 monitoring targets intensive assessment of ecological function or specific aspects of wetland condition. These assessments are intensive quantitative measurements of conditions, stressors, or cause-and-effect relationships. A Level 3 assessment is an in-depth study of a particular attribute of wetland health such as water quality, fish habitat, bird populations, vegetative cover and diversity, or physical processes. Level 3 monitoring can describe the performance of specific ecological functions at the site scale.
